 An 'ECUADOR EMERGENCY' COMMUNICATION: Greetings, fellow Ecuador citizens and residents. Regarding the #ECUADOR #NationWide 8 hr scheduled blackout from 10pm to 06am coming our way in 48 hours this Wednesday night 18SEP24-

๐Ÿ”Œ (and for subsequent blackouts to follow)๐Ÿ’ก if you or your Apt Building don’t have an electric generator available, then here are a few things to consider to lessen the impact:

A.- Make sure to gas up your car and charge up all your electronic devices before 18:00 for next morning. ⛽
B.- Also freeze up a few water bottles, and put them in the fridge, (at least two in each shelf}, to keep it cold. And don’t keep opening the fridge door to look at what’s inside.

C.- If your kitchen is all electric, you might want to get a small gas stove to heat stuff up.
D.- Security-wise, be on the alert as some criminals might take๐Ÿฅท๐Ÿป advantage that the alarms and electric fences will not be operational. E.- Test and make sure that your flash lights have fresh working batteries.๐Ÿ”ฆ๐Ÿชซ๐Ÿ”‹

 Also It is highly recommended to take all necessary security measures for your safety and of your family and also of your business premises.


1.- Stay inside your houses with all the security measures in place, do not leave anything outside that brings attention and is within reach of thieves.
2.- Probably there will be no digital cell communications as the repeater antennas will be inoperative.๐Ÿ“ฒ
3.- Keep your cell phone fully charged so that the flashlight will work if you do not have a dedicated flashlight.๐Ÿ“ฑ
4.- Have flashlights with fresh batteries, candles and matches, in case you need them inside the house,๐Ÿ”ฆ

5.- Businesses have to set up all possible security measures also.๐Ÿ“
6.- Everyone should have alarm whistles, for emergencies, and blow the whistle repeatedly and the neighbors should do the same, since the regular alarms will not be working.๐ŸŽบ
7.- If you hear strange noises and movements, make noise, beep, whistle and use your cell phones to record a video, as there will be no cameras.๐Ÿ“น

8.- Have your house keys on hand ready for any emergency, so you can lock/open the doors, (including in case of an earthquake.)๐Ÿ”‘๐Ÿ—
9.- Disconnect all the electrical appliances you can, to avoid damage when the power surge comes back on.
10.- Do not open the door of the refrigerator unnecessarily, to maintan the cold temperature and avoid damaging the food.๐Ÿฅฉ๐Ÿฆช๐Ÿค

11.- Stay calm and make the most appropriate decisions in case of an emergency situation.
12.- Everything you can set up for security and safety in each home is important and necessary. Talk to your neighbors to help each other out and have a plan. ๐Ÿก๐Ÿ˜๐Ÿ ๐Ÿ›–
13.- Have fully charged fire extinguishers handy in case some of your family or neighbors have an accident with matches candles, gas stoves etc etc

14.- If your vehicle has an alarm, you can activate it with your key fob in case of an emergency. Have the remote control handy.๐Ÿš—
15.- Check that everything is ok when it is daytime the morning of THU 19SEPT and the power comes back on. ๐Ÿ”Œ Then wait for half an hour or thereabouts, and then reconnect the electrical appliances only after once the power supply has stabilized, ๐Ÿ“Š

16 Sept 2024 - (16:32) These 6 Major Services will be affected during Wednesday night's power outage: Street lighting - The lighting of the country's roads will be affected during the eight-hour power outage announced by the Government. The roads will remain dark, since the public lighting service cannot be separated from the residences, explained Ricardo Buitrรณn , an expert in the energy field.
Cellular phone and internet service - During the power outage, there will be interruptions in mobile phone and internet services. The reason is that electricity is vital for the operation of telecommunications networks. The bases of these networks are powered by batteries, however, their autonomy is between 4-6 hours maximum. But with all of Ecuador in darkness, the batteries will not last for more than 1 hour.
Hospitals, maternity wards and clinics in the country - Critical areas of the 134 public hospitals and maternity wards are expected to operate normally during the power outage. In general, health centers have their own generators to supply their critical areas such as emergency, intensive care units, neonatology, surgical center, obstetrics, radiology, laboratory, among others. Meanwhile, administrative areas, hospitalization and non-critical areas will not have power.
Ecuadorian prisons - Ecuador's 35 prisons have established protocols that will be applied during the power outage announced for Wednesday night and Thursday morning. These prisons house more than 30,000 prisoners.
Evening classes - Educational institutions that offer educational offerings in the face-to-face and blended modalities during the evening hours must bring forward the departure of students. That is, with a maximum limit of 8:00 p.m.
Security and curfew - During the power outage, the Ministry of Government announced a curfew, although it did not specify the time of the curfew. It seeks to modify the prohibition of foreign military bases in the country.  Specifically, Noboa is seeking to have the assembly members change Article 5 of the Constitution, which since 2008 has prohibited the installation of foreign military bases, such as the one occupied by the United States in Manta for a decade.

Over the years, Ecuador has sought to avoid any intervention that compromises its political autonomy, and the ban on foreign military bases is a clear manifestation of this policy. The measure, reinforced during the administration of Rafael Correa, culminated in the departure of the US base in Manta in 2009, which operated under a bilateral agreement.

Daniel Noboa announced his proposal through a video recorded at what was the Manta Base. “They wanted to say that this way we would recover Ecuador’s sovereignty, but what they did was hand it over to drug trafficking.   That was the first pact with transnational crime. That pact that we have to reverse.”

  FORWARD OPERATING LOCATION MANTA, Ecuador -- 

  From June 1-4, personnel of Forward Operating Location Manta (FOL) at Eloy Alfaro Air Base in Manta, Ecuador, provided a special orientation to over 100 Ecuadorian Air Force and civil aviation officials. 

 The orientation was designed to give government of Ecuador personnel an overview of the buildings, systems and equipment that will transfer to their hands in September. The immersion program was not a requirement of the bilateral agreement between the U.S. and Ecuador.  Contract employees of the FOL, who provide a broad range of support to counternarcotics operations at the FOL, conducted the orientation.  

"We want the incoming occupants to understand the types of systems they will inherit from the FOL, and we are making available the tools they need to operate safely during the transition," said Mr. Jaime Jimenez, ITT Corporation site manager at FOL Manta.   FOL technicians walked the group through over 20 locations, including fire protection systems, electrical and lighting systems, sewer systems, water plants, dining facility equipment, and dormitory security systems. 

While the orientation did not certify the visitors nor train them on equipment specifics, the FOL has provided manuals, which outline day-to-day equipment and systems operations, to the government of Ecuador. 

  "In many cases, the expertise of FOL employees has benefited all the users of the Manta airfield," said Maj. Bryan Shumway, FOL Manta director of operations. "As best we can, we hope to open our doors and prepare them for primary responsibility."

  FOL Manta has served as a hub for U.S. counternarcotics air operations since 1999. Initially, the U.S. invested $71 million in construction and infrastructure improvements, including a 750-meter extension of the runway as well as repairs of the runway and the addition of state-of-the-art lighting. 

 The FOL occupies 27 hectares (five percent of the total area) of the Eloy Alfaro base. The FOL's 22 buildings, which were completed in 2002, will transfer to the Ecuadorian Air Force. These include dining and lodging facilities, office buildings, warehouses, an aircraft ramp, hangar and fire station.  

Counterdrug flights from the FOL are scheduled to end in July of this year. In September 2009 the U.S. government plans to hand over to the Ecuadorian Air Force its permanent property at the FOL, such as buildings, warehouses, and the aircraft ramp and hangar, well in advance of the bilateral cooperation agreement's conclusion in November 2009.  

FOL Manta last hosted Ecuadorian government leaders May 15 to provide information on the transition timeline and a tour of the facilities and equipment that will transfer to the Ecuadorian government later this year...." -
